ESDA

(Extract from the Draft Guidelines regarding Implementation of Employment and Skills Development Agencies (ESDA) programme)

An ESDA is registered for purposes of managing delivery or implementation of learnerships/skills programmes and/or apprenticeships in terms of the SDA, MTA and other relevant legislation.

ESDAs are registered with the Department of Labour for a period of 5 (five) years.

ESDAs have flexibility to project-manage learnerships, skills programmes and apprenticeships across one or more industries/sectors or geographic areas, depending on the capcity and availability of infrastructure to do so.

An ESDA is the nucleus around which the entire learning programme, including learnerships/apprenticeship programmes, revolve. As a representative of industry it is responsible for recruiting, assessing and placing learners with host employers for on-the-job training and assessment and with approved training institutions for off-the-job training to complete a regulated training programme.

An ESDA has to ensure that the learning programme concerned is registered with a SETA and that the training provider is accredited for the type of learning programme to be offered.

ESDAs can assist employers (especially SMMEs) that do not have the capacity to manage learners on learnerships to do so. It further helps government to address unemployment by identifying employment opportunities and training needs, recruiting learners and by making sure that learners are trained and placed with host employers, and that employment and training gaps are addressed and closed.

ESDAs are preferred providers.
